Publishers are, as the word suggests, companies, that publish games. This means they invest money in computer game productions, but (usually) don't program them themselves. They take care of financing, promoting and distributing computer games, and of course, making money with the sold titles. Some publishers have or had their own development team(s), some always outsource that work to subcontractors, usually game development companies.
